Abilities:
Levitate – As a Rotom, Chloe can levitate himself off the ground, making any ground-based attacks ineffectual. Chloe can also control how far off of the ground he floats by thought, but if holding a heavy object Chloe will be unable to do this and is effectively grounded.
Attacks:
Snatch – Chloe's main talent is her quick speed. This has allowed her to master the art of pickpocketing among other types of thievery. In addition, she has even been able to "snatch" any type of stat-boost an opponent may use.

Trick – Thanks to Blain, Chloe has learned how to use sleight of hand to trick opponents into switching items with her, something that has come in handy on more than one occasion. Chloe isn't near as skilled at this compared to Blain, but she is slowly getting better.

Volt Switch – As a Rogue, Chloe values speed over power because power may help if you get caught, but speed wouldn't let you get caught in the first place. Because of this, one of her main moves is Volt Switch. With this move she charges up a ball of electricity to shoot out at an opponent. Once fired the ball continues forward until it hits something, after which it gives off a small burst of light that distracts whoever may be pursuing her, giving Chloe a chance to escape, or "switch" out of battle.

Sucker Punch – While Volt Switch is her main offensive move, when required Chloe can fight back physically, though she will often do so with rather cheap shots and sucker punches so the fight will be over quickly.
Appearance: Chloe von Plasma looks remarkably like one would expect a Rotom to look like, with a few exceptions. The first and most notable, is the color of her eyes. Instead of a dark blue like normal, hers are a bright grass-green color. She also has faint eyelashes visible over her eyes, showing her femininity. Other than that she has no real notable features, as like most Rotom she is usually unable to wear accessories as she is made of pure plasma spiritually held together and forcing her to hold a solid form in order to keep accessories from either disintegrating or falling off puts an unnecessary strain on her.

Abilities:
Chlorophyll – Because of his plant DNA, Matt undergoes photosynthesis when in sunlight. As an offshoot of this when in very intense sunlight this photosynthetic process rapidly speeds up, building up an excess of energy that allows Matt to move at rapid speeds. Inversely, however, long periods with no sunlight or heavy snow will force Matt to use up the energy reserves he naturally builds up, causing him to become slow and sluggish.

Leaf Guard – Very similar to the Chlorophyll ability, through the same photosynthetic process Matt's cells rapidly regenerate themselves while building up the energy. These new cells effectively kill off any types of viruses while also getting rid of any status effects Matt might have, like a poison or burn.

Infiltrator – Due to his small size and overall breezy nature, Matt is able to squeeze into many small spaces. This has led him to become proficient in infiltrating various buildings or even moves such as Light Screen or Reflect by entering through gaps in the formation no matter how small. In the case of the attacks, this allows Matt to completely bypass their effects.
Attacks:
Giga Drain – Like most Grass-types, Matt is able to syphon off nutrients from within their opponents in order to simultaneously heal himself and hurt others. Unlike most attacks, which are fairly easy to explain, the Giga Drain attack is quite hard to describe without actually falling victim to it, and as such the exact mechanics of how Matt does this are clouded with mystery, even to his teammate.

Sleep Powder – Matt's left "leaf" is coated in a strong layer of spore powder imbued with toxins that when ingested put the inhaler to sleep. Though it rarely keeps the opponent asleep for long, when one is close enough to get a whiff of the powder coming off of Matt they are usually put to sleep just long enough to make a quick escape.

Poisonpowder – Much like his Sleep Powder attack, Matt has a strong layer of spores covering his right "leaf," only where those on his left put Pokémon to sleep, the spores on his right contain toxins that actually poison an opponent. Matt very rarely uses this attack however, preferring to escape before it would come to this point.

U-Turn – Unlike Chloe's "escape attack," which consists of distraction in order to escape, Matt's is literally an actual escape attack. In a surprising burst of speed Matt can rush forward to hit an opponent, after which he quickly runs away before he can get hit. Though, much like Chloe rarely uses Volt Switch to actually damage an opponent, Matt rarely uses this burst of speed for an attack, instead often using it to flee.
Appearance: Matt Tamson does not really have any unique features in comparison to other Hoppip. In fact, if he were not wearing his usual accessories, a small Green Ribbon that ties back his leaves into what appears to be a pseudo-ponytail and a brown Fedora that has a Moss Charm attached to where the buckle on it would be, it would be near impossible to pick him from a crowd of his species, provided you can't see the normally serious expression on his face. During the winter months Matt also has a Fluffy Cotton Hat (normally kept by Chloe) which he will wear to keep himself warm in the snow in place of his fedora.

The first of the NPC Teams I have thought up for Blain's storyline!

These are Blain's "sister" and her friend, who met Chloe (along with Blain and Sunil) after she moved to the Tao area; both of whom have joined the Rogues guild.

Also, you may note that Matt has some accessories that aren't beginner level stuff. That is because (in-character-universe) these two formed their team around M4, and therefore have had time to gain accessories unlike Blain, who joined his guild M6. Out-of-character, it is because they are NPCs, and therefore despite being a team they don't have to follow all the rules and guildlines since I ain't actually using these two for the main characters in entries. This is also why I didn't bother with the prose stuff that the actual app has.
